As part of updating the makeuser system for use on FreeBSD?, I am adding several fields to the accounts table in the database. One of which is "last_access", which is a DATETIME of when the user last did a "refresh activity" to let the system know the account is still active. For now, everyone's last_access will be set to the time when the column is created in the table.

The plan is that on an annual basis, a user is mailed a reminder to the account to touch a webpage that will update the last_access field. This will confirm that the account can receive E-mail. We will try for up to 3 months (once per month) and if the account is not updated, we will then deactivate the account.

We might add more "refresh activities" to the list as we go along, like user logins, mail logins, etc., but for now we have a year to work that out and to implement the refresh page (and reminder system).
