Everyone gets the standard Heralds Of Chicago communicator. Picks up police & emergency bands, and has the official 'scrambled' team frequency. However, it is a single, burned onto the chip code. The code is on a few databases not under your control. Basicly, there is this crate of 300 communicators in the basement of Heralds HQ. The Sci-Fi channel provided them. Anyone with a reasonably competent hacker, a good laptop, and a police scanner can eavesdrop.
The base was built to handle a full 15 person metahuman team. Many rooms are empty. Many many more camera mounts are empty.
You also have a 'vehicle'. The Herkermer Assault Vehicle is the finest non- lethal combat vehicle ever made. It is also a lane and a half wide, and you can't take it out on the road except under specific circumstances. The show bought it for the field camera teams, to be honest.

Osana Emilia Munoz Izquierdo (known to the Chicago Heralds as La
Fuerza) is the daughter of Rosa Maria Izquierdo Gonzalez and Luis
Rafael Munoz Villaverde.
I have an older brother, and several younger sisters and brothers. The
next next youngest sister (Maria Elena) is the DNPC who looks up to me.
I'm young, early 20's. She's 5 years younger than me and trying to
decide what to do with her life. She doesn't think escape via the
military will work for her. She's more comfortable staying a home girl
than I was but would like better options. She might be able to take
some Community College classes through an outreach program. She's
shopping for beau's to see if she can get one who may have some goals
in life. She's had 2 narrow escapes already from becoming a young
mother in high school and is probably at high risk for becoming one
now, which will definately lock her into the Barrio. Helida Katia is a
homegirl with a child, and expecting another. They both have the same
father, and he shows signs of getting ready to propose. Mother is not
pleased he hasn't done so for the first child, and he WILL do so before
the birth of the second. He has at least been a regular visitor (hence
the 2nd kid on the way ;) ) and tried to be supportive of the 1st kid.
I'm treating Opal as a stray cat who needs a home but isn't quite ready
to do the whole indoor pet cat thing. She pings off several of my psych
lims. I'd have brought her home for the holidays alot to get her some
family time. There may be some friction between us sometimes, but
currently no family feuds, so I'm hoping we'll be good for Opal. And,
of course, AMP and I are actively trying to get her socialized and teen
trained.
