History Of WCA

Westchester Chinese Association (WCA) was founded in September 1991 in Westchester County, N.Y.   The founders are Dr. Tung-Tien Henry Sun, Ms. Brenda Sun and Dr. Francis Wu.  Dr. Sun was the first President of the Association.  The objectives of this association are three fold:

  1. Help minority Chinese Americans and new immigrants keep their culture and heritage
  2. Promote understanding between Chinese-American and other ethnic groups
  3. Unite Chinese Americans in the community to voice their concerns and political interests

In the same year, Dr. Wu started publishing WCA's bi-monthly "Westchester Chinese News Letter" to report community news and activies to urge Chinese Americans in the community to get more involved in varioous community matters.  Within 6 months, the circulation of the news letter increased from 600 to 3000.  The new letter was then renamed to "Metro New York Communications".

Objective

Westchester Chinese Association is a non-profit, public membership organization. The purpose of this organization is to:

  1. Help minority Chinese Americans and new immigrants keep their culture and heritage
  2. Promote understanding between Chinese-American and other ethnic groups
  3. Unite Chinese Americans in the community to voice their concerns and political interests

Membeship

  1. This organization is open to anyone who wishes to join the causes of WCA. No one shall be denied a membership based on race, sex, age, or nationality
  2. The executive committee shall determine the membership fee of this organization. The President, President-Elect, and the executive secretary shall approve any change to the membership fee.
  3. Permanent membership — Any member paying $100 or a couple paying $150 shall entitle the permanent membership. The permanent members have the right to determine the use of such fund for specific activities or purposes executed by the organization within three years. If the fund is not executed within three years, it shall be kept as permanent fund and only its interest can be used.
  4. Members are required to register and pay membership due for the following year, if applicable, in order to vote and be elected in the election.

Officers

  1. President — Two year term
  2. The position will be succeeded by the president-elect of the previous year. If for any reason, the President-Elect can not succeed the position, the Executive Secretary would succeed it.

  3. President-Elect
  4. Shall be nominated by at least 3 members and be elected by the entire membership during the August-October annual election every year. Before becoming the President, the President-Elect shall server as the Vice President.

  5. Executive Secretary:
  6. Shall be nominated by the President and be agreed to by the President-Elect.

  7. Treasurer — One year term
  8. Shall be nominated by the President and be agreed to by the President-Elect and the Executive Secretary.

  9. The Chief Executive Committee
  10. Consists of the above four persons and shall resolve major issues regarding the policy of the President. Should the majority in the committee not be able to resolve the issue, it would be presented to the entire membership for final decision.

  11. Three other executive officers should be approved by the President and the President-Elect respectively to help carry out the duties of the President and President-Elect. The term for these six executive officers shall end in two months after the President-Elect succeeds the President.

Bylaw Revisions

The revisions shall be proposed by 3 members of the chief executive committee. They must be finalized and approved by a majority vote of the members.

Dissolving

Upon dissolving, the property of this organization shall be transferred to the New York State or organization designated by the New York State Government.
